EXECUTIVE SUMMARY.
African
ark primary school was established by KARC (kikumu agriculture research centre)non
profit project after children psychometric assessment OF mount Rwenzori kasese
situation analysis reports tell us that about 30 % of the whole populations are
orphans and other needy children who have less or no assistance from relatives
and well-wishers. AS reviewed the post wars and heavy rocking of HIV/AIDS
Scourge in kasese..
African
ark primary school was established with enrollment of 350 children where boys are
200 girls and the boys are 150. We give scholar scholarship free fees to
orphans in the school and some accommodation to total orphans. We also have 105
widows who also get help from the project who are completely helpless. However
much the school is progressing doing well with both vocational and infant’s
education and they have not fully obtained goals due to limited funding. All
pupils are provided break tea and total orphans given lunch, supper and
scholastic materials. We hope that all
pupils are given full scholarship to be boarders thus 200 pupils.
The
following main objectives were thought of for the project:
1. To educate, support and care
for the vulnerable children and widows especially the orphans and other needy
children by providing them with free education, medical care, food, scholarship,
materials and the general welfare.
2. To educate the vulnerable children
so that they will be especially recognized as important citizens of Uganda and the world at large and be given
especial attention incase of need.
3. To excel in academic, technical entrepreneur
skills and co-curricular activities.
4. To promote the need for
protection of vulnerable children to live in a peaceful and enjoyable
environment.
5. To produce physical and
emotional balanced children.
6. To enhance affirmative
education of the girl child and pupils with disabilities (PWDS).
INTRODUCTION:
1.0 PROJECT BACKGROUND:
1.1 At the beginning of 2004, some of the concerned men and women of
the members of KARC in KASESE Uganda carried out a quick situation analysis
regarding the plight of orphans and other needy children in kasese to over see
how orphans suffer.
Realizing that the orphans’ challenges were big, a decision
was made to initiate African ark primary school, orphanage vocational to assist
the war victim’s orphans education crisis and HIV/AIDS NEEDY ORPHAN KASESE
Uganda. This is to advocate for the assistance of the orphans and other needy
children and widows to help gaps
Some of the orphans and other needy children’s
challenges discovered indicated that in spite of Government efforts to
integrate the orphans to the development process, orphans and other needy
people in kasese district remain vulnerable to the pending of poverty,
illiteracy,HIV/AIDS and ignorance. These children and widows have experienced
disasters ranging from civil wars (ADF 1996-2002) and other UGANDAN WARS,
epidemics were cholera, malaria and HIV/AIDS. These calamities have claimed
quite a number of people dead hence Creating many orphans.
Some children come from very poor families that
cannot really offer to educate and nurse their children due to disability or
old age.
We hope that the primary become too
accommodative of boarders so as to reduce orphans vulnerability.
The mountains terrain of the Rwenzori ranges
raises a big challenge to the development of the district especially in rural
areas. The road network in the mountains is impossible for vehicles or even
bicycles. The economic life rotates around Agriculture with the major cash crops
being coffee, cotton, some vanilla which has no market at the moment, maize,
and passion fruits etc.
Kasese would have been fair in economic development
had it has been not in insurgency of the Allied Democratic Forces (ADF) which
beset the area from 1996 – 2002 and other post wars as a result of the
insurgency many people lost their lives and property and the survivors about
50% of the population lived in protected camps.
Now that peace has returned to the region, the area
leadership with the support from the central government development partners
and civil society organizations continue to support all innovations and
projects for poverty eradication in the district. As much as government is
trying to help orphans and other needy children, the orphans are too many and
suffering in terms of lacking education support, that government can not afford
satisfying their needs all together.
As a result, most of these have ended up being
victims of HIV/AIDS, theft, drug abuse and more seriously, the fear that they
may be hired to join rebel groups were ADF etc.
2.0 THE PROBLEM STATEMENT
Kasese has suffered a massive displacement in
the settlement partners and HIV/AIDS have plundered communities to high
creation of orphan planet. This was caused by the ADF armed conflict which swept
off the district from1997-2006, post other wars in CONG Up to 2009.
There were frequent troop movements in the area
who developed sexual relationships with most people learning their lives
endangered. Also redundancy precipitated most people particularly the youth to
include them selves in sexual promiscuity that exposed them to contracting
HIV/AIDS hence many orphans. Other calamities that led to many orphans include
among others; frequent cholera out break, malaria fever in the region that has
killed many people learning many orphans with no or less assistance from
relatives and well wishers.
As a result, most of the children become unruly
and independent from their guardians because they missed parental guidance in
different aspects of life, many of these children have indulged in immoral acts
such as drug abuse, early marriages, that have resulted into the contraction of
HIV/AIDS.
As per now, the school has enrolled all kinds
of children because Kasese town council and region has suffered common problems
of poverty, ignorance, illiteracy and famine due to the ADF armed forces that
swept off the district from 1996-2009
Government of Uganda has also successfully
educated some vulnerable children including orphans but the real orphans have
not benefited due to the fact that the officers concerned favour their own
children and or relatives learning the real orphans and the other needy
children to lack behind thus corruption is high in Ugandan Government.
The number of children being orphaned and the
number of child and elderly headed hence holds has reached alarming level,
while there are large numbers of orphans and needy children without care and
education. The rights of orphaned children are rarely recognized.
We have many orphans in school but we have a
lot of challenges of lack of salaries for teachers, limited boarding space,
orphans scholastics, meals, spots materials, lack of latrines, poor health care
and uniform.
Kasese has suffered the effects of a large scale
displacement due to the ADF insurgency between 1997 and 2007 that caused
massive social up heavily and has raised concern among all the community that
poor education performance is likely to have increased significance. We need to assist orphans in the above areas
of concern.
We need dometries, scholastics,meals and
secondhand hand clothes, clinic for primary health care,latrines,salaries for
teachers and food for children..
PROJECT SUCCESS
The project will succeed basing on the
following factors:-
i.Experienced and knowledgeable facilitators who are well advanced with
the campaigns against ignorance and illiteracy programs will be deployed.
ii.orphans and street children are
too many in kasese Uganda
iii.Resourceful persons with the knowledge in education and Health conditions
and programs shall always are invited.
iv.District education office supports our activities.
v.We have one acre of land and 12 classrooms with 350 pupils.
vi.Support from district leaders, extension workers and local leaders shall
always be engaged during co-ordination to different communities.
vii.Availability of some locally needed resources, theatricals for technical
skills, books for literally campaigns, reserved places for workshops, seminars
and meetings shall be put into consideration.
viii.All orphans need education
ix.Public awareness about the education of orphans and other needy children
shall be put to the far trait because the programme will be for individual
benefit among the community.
Sensitization
of the mass is also still lagging behind because the capacity to meet these
obligations is still limited. Therefore, the initiators are optimist that if
funded the school the progress to cater for the vulnerable children shall
increase.
3.0 PROJECT JUSTIFICATION
Orphans and other needy children remain one of
the major development challenges in kasese and Uganda
as a whole.
It is estimated that about 30% of the
population in kasese district constitute the number of orphans. The government
of Uganda policy of
empowering vulnerable people including orphans has yielded positive results.
This justifies the project to be justiefied. The alerming numbers orphans
justifies the program.
4.0 MISSION
STATEMENT
Increase education of needy children through
adoption to education.
4.1 GOALS
Facilitating the environment for needy children
to achieve sustainable education in order to over come poverty and
vulnerabilities.
SPECIFIC OBJECTIVES

To construct dome tries support the vulnerable children especially the
orphans and other needy children by providing them with free accommodation

Provide service van to aid facilitation of transport of school
activities.

construct worship centre for children (prayer centre)

6.0 MONITORING AND EVALUATION
Head teacher, board of directors ,PTA and
teachers African Ark p. School, DEO kasese , parents, parish priest CONGO all
do the monitoring and evaluation are critical and will be done through review
of its performance objectives and out put indicators. This will be done daily
to ensure that the activities remain responsive to the needs, aspirations and
capacity of the orphans and other needy children.
On going monitoring and evaluation is desirable
to ensure that the project’s development mid-term and annual goals are being
met.
Annual surveys and Audits will be conducted to
monitor overall effectiveness of the strategies in place.
Inspection reports, children performance of
exams and children wel fare are determined by indicators through observation, questionnaires,
focus group discussion and interviewing clients.
Live a positive future generation life hence
solving problems of Uganda and Africa
as a whole being Africans of course.
Monitoring
and Evaluation shall be made to review in questionnaires, interviewing,
observation and review meetings as to measure indicators.
RISKS AND ASSUMPTIONS
1. The security situations remain calm and
favourable for better teaching and learning atmosphere of the children and
staff.
2. The orphans and the needy children are readily
available and in want to learn.
3. Funding be flowing and enough to meet the
needs of the orphans and other vulnerable children.
4. water facilities be properly utilized and
improve on the healthy conditions of the orphans and other needy children.
5. The community to continue with the spirit
started with and be fully engaged in further mobilization and sensitization.
PROJECT MANAGEMENT
African ark primary school has the following
management structure:

deputy headmaster, teachers, bursar, librarian, matrons, store keeper security
guards & casual workers. Supporting staff- cooks, and the cleaners.(secretariat)

PROJECT SUSTAINABILITY
Construction of boarding, min clinic, water
rain tanks, worship centre, toilets facilities and salaries shall stabilize the
school and the facilities shall continue be used by future orphans and teachers
in kasese Uganda
REPORTING
Quarterly reports will be prepared and send to
donor by the project head teacher, teachers representatives from AREA Education
office, inspectors, PTA, policy makers, coordinator AWF and Parish priest .
This shall ensure that will be a report made, progress of the institution,
impact to the community and the assessment, evaluation programs made.

SCHALERSHIP
The needy students are advised to pick application form from
the office of the Director of admissions.
There are:
i.
100% for ten people especially women and orphans or
needy with recommendations forms from orphanage centers and local leaders.
ii.
30%
iii.
50%
Requirements for scholarship and
Bursaries:
i.
Recommendation from LC I, LCIII, Village church,
Baptism cared, death certificate for orphan.
ii.
Recommendation from RDC, LCV, or Bishop if it’s church
related.
iii.
The Institute scholarship council shall determine the
scholarship/ bursaries depending on student vulnerability and field assessments
and recommendations from grass roots.
